OK, this is uber-slutty way of wearing the blouse; but don’t blame the saree for it.
Saree has a lot more fabric then it needs and the blouse has a lot less fabric then it needs.
She could wear a rag and make it look pretty. But having a gorgeous silk saree elevates both her and the saree.
Preity Zinta is one of those stars who has excellent taste, and looks good in what ever she wears. Here she dons a white chiffon sari with a sequined motif, matched by a sequined halter neck blouse.
When a blouse piece comes with pre-panned intricate blouse design, it makes the task a bit easier for the saree purchaser. I suggest you try to retain the vision that saree designer had when he/she created that saree and follow the design recommended.
You can always get a second blouse where you have more creative control.
